On a 6-0 vote, the state Senate’s Local Government Committee approved legislation by Sen. Robert Presley (D-Riverside) reorganizing the board of the South Coast Air Quality Management District and expanding the district’s authority to regulate polluters in Los Angeles, Orange, Riverside and San Bernardino counties. The bill would reduce the board to seven members from the current 14, and give it new power to ban diesel trucks from freeways during rush hours, require employers to offer ride-sharing incentives to their employees, and impose steeper fees on polluters who do not install air pollution controls. The bill now goes to the Senate Appropriations Committee.
