Richard Schifter, assistant secretary of state for human rights and humanitarian affairs, said the United States will seek medical access to ailing Soviet political prisoners after allowing Soviet doctors to examine an imprisoned American Indian. On Wednesday, two Soviet eye doctors went to the federal prison in Leavenworth, Kan., to see Leonard Peltier, who is serving two life sentences for the 1975 shooting deaths of two FBI agents at a South Dakota Indian reservation. The Soviets regard Peltier as a political prisoner.
