The outgoing commandant of the Marine Corps told Pentagon reporters that the espionage scandal involving Moscow embassy guards is a one-time aberration, but said the nation is facing “a fundamental problem with the moral fiber” of the young. Gen. P. X. Kelley blamed the deterioration of values to factors ranging from people growing up in the Vietnam War era to working mothers. He suggested forming an institute for patriotic values to study the issue. Kelley will step down at the end of the month.
