The National Research Council advised today that truckers and bus drivers who drink on the job should be punished like airline pilots, rather than like automobile drivers.

In a report prepared for the Department of Transportation, most members of an independent panel of 14 experts from industry, universities, consulting firms and law enforcement said people operating the heavy vehicles should lose their commercial licenses if they have blood alcohol concentrations of 0.04% while on the job.

This is the alcohol level at which commercial airline pilots and train crews would be punished and is also the level that will go into effect automatically if the secretary of transportation does not set some other level in the next year.
