A psychiatric report filed in federal court contends that a man accused of threatening to kill Secretary of State George P. Shultz is not competent to stand trial, the Washington Post reported. Edward Gallo, 41, of Worcester, Mass., was charged with illegally transporting firearms across state lines and threatening a public official Nov. 3. Doctors said Gallo has a psychotic disorder and a schizoid personality disorder, and the court report included a diary in which he commented about President Reagan, the Strategic Defense Initiative and a satellite able to pick up “pre-vocal thought waves,” the paper said. A judge will rule whether Gallo is competent. He was arrested at a Washington hotel, where police seized several weapons and hundreds of rounds of ammunition in his car.
