General Motors’ Electro-Motive division plans to move production of locomotives from its plant in McCook, Ill., to a Canadian factory by 1991, eliminating nearly 2,000 jobs, officials said. The number of hourly employees at the McCook plant, which employed 14,410 at its peak in 1979, will be cut from 3,000 to about 1,500 when the move is made, said Clifford J. Vaughan, a GM vice president and the head of Electro-Motive.
