Two Mexican police officials were arrested in a Manhattan hotel after they took a $15,000 down payment from undercover federal drug agents in a conspiracy to ship at least 50 kilograms of heroin monthly, said Robert Strang of the federal Drug Enforcement Administration. Strang said the accused- police commanders in the Mexican state of Guerrero--allegedly had been involved in heroin distribution in the United States before. The two suspects, Pedro Guillen, 39, and Margaritan Villagrana, 42, were to be charged today in state Supreme Court in Manhattan with conspiracy to distribute heroin.
