Jack Kemp

A marvelous appointment--that of President-elect George Bush’s of Jack Kemp to HUD (Part I, Dec. 20). I predict that with Kemp’s faith in private enterprise, his first move to solve America’s problem of the homeless will be to offer a double tax credit to major appliance dealers for donating their discarded crates to those citizens who can’t afford decent housing.
