E. German Flees to West

HANOVER, West Germany —
A uniformed East German border guard scaled frontier fortifications and arrived unharmed in Lower Saxony during the night, West German border police said Sunday. The 26-year-old guard cited dissatisfaction with conditions in his homeland, police said.
