The National Action Party said Saturday that it found 15,000 ballots marked in favor of the ruling Institutional Revolutionary Party, or PRI, in the bathroom of a government printing office in northern Chihuahua state.

National Action, which is known by its Spanish acronym, PAN, also says that the Chihuahua voter registration lists have been padded in the past few months with hundreds of thousands of names.

PAN, a conservative party strong in northern Mexico, filed complaints Friday with the federal attorney general and the Federal Electoral Commission asking that the July 2 local elections be canceled unless the ballot mystery can be cleared up, news reports said Saturday.
