*Premier Bank announced that it appointed Osher Portman as executive vice president. The Northridge-based bank said Portman would continue to oversee marketing and serve as the bank’s chief financial officer.

* NMB Technologies named Gary C. Yomantas as its president. Yomantas, 40, was previously vice president of sales for New Hampshire Ball Bearings, a subsidiary of NMB. Chatsworth-based NMB sells a variety of products, including ball bearings and semiconductors.

* James A. Taylor resigned as a director of Citadel Holding Corp., the Glendale-based holding company for Fidelity Federal Savings & Loan.

Taylor was chairman and chief executive of Citadel from September, 1985, until March, when he resigned for health reasons. He was succeeded as chairman by Edward L. Kane.

* Chatsworth-based Amperif Corp. announced that it appointed Norman Kvern to a newly created position as director of marketing for a line of computer data-storage devices designed to be compatible with Unisys brand mainframe computers.

Kvern, 47, previously worked for Unisys as a manager of a Los Angeles-based division of the computer manufacturer.

* Christopher Anderson joined Group V Enterprises as vice president and executive director ofthe Northridge-based executive search firm.

Anderson, who will be responsible for recruiting financial and accounting executives, previously held posts with Ernst & Whinney, Avery International and Hertz Corp.
