Helmet Bill Veto

In 1985, Gov. George Deukmejian approved a mandatory seat belt law, the purpose being to save lives and save the taxpayers money. On July 21, however, the governor vetoed legislation that would have required motorcyclists to wear a helmet. The purpose of this law was also to save lives and save the taxpayers money. I do not understand why the governor recognizes the importance of wearing seat belts but not helmets.

Even so, at least part of the helmet law’s purpose could still be achieved by requiring all motorcyclists to obtain personal medical insurance. Then, those motorcyclists who choose not to wear a helmet can pay for their increased risk with the higher premiums that insurance companies would undoubtedly charge them.
