SAN CLEMENTE : Council to Study New-Home Limit

A controversial ordinance limiting new home construction to 500 units per year will be reassessed by the City Council on Feb. 21.

Under the ordinance, approved by San Clemente voters in 1986, city planners rate each proposed housing project on proximity to schools, roads and utilities. They then award a value to the project of 1 to 10.

Developers have argued that the criteria used to award points are “too cumbersome and hard to follow,” said City Manager Michael W. Parness.

The council on Feb. 21 will look closely at how the Planning Department evaluates projects. Meanwhile, the city will award this year’s allotment on Thursday. The 500 homes will be divided among five developers who have submitted plans totaling 949 units.
