(dry cleaner) Company: Players Restaurant, 18100 Von Karman Ave., Irvine Penalty: $1,000 Violation: Visible emissions from a charbroiler vent in September, 1989. (restaurant) Company: Transphase Systems Inc., 15572 Computer Lane, Huntington Beach Penalty: $800 Violation: Failure to obtain permits to construct and operate a storage silo in December, 1989. (thermal energy storage firm) Company: Precision Painting, 1005 E. Orangethorpe Ave., Anaheim Penalty: $700 Violation: Operating a paint spray booth without a permit in December, 1989. (computer parts painting service) Company: Kustom Screen Prints, 3910 Prospect Ave., Yorba Linda Penalty: $600 Violation: Failure to obtain permits to construct and operate dryers in August, 1989. (silk-screen printing firm) Company: Shell Dealer-Express Oil Co., 28662 Camino Capistrano, San Juan Capistrano Penalty: $550 Violation: Failure to maintain vapor recovery systems on gasoline-dispensing equipment in November, 1989.
