American Telephone & Telegraph Co. today introduced an inexpensive chip designed to give personal computers new capabilities for speech, music processing and graphics.

AT&T; Microelectronics, the division introducing the product, said the new digital signal processor will allow PC users to escape the limitations of low-resolution images and beep-quality sounds.

Production of the DSP3210 chip is expected to start in the fourth quarter of 1991, the company said. The processor is designed for the emerging market in PCs and workstations.
