MOSCOW : Bartering on the Baltics
On Thursday, a delegation representing the Soviet government sits down with negotiators from the Baltic Sea republic of Latvia for talks that could, in the long run, work out the basis for Latvian independence.
Latvia’s deputy prime minister, Ilmars Bisers, has said that the talks could touch on “any issues without limitations.” In a Latvia-wide referendum on March 3, almost 75% of the electorate backed independence.
But officials from the neighboring republic of Lithuania regard the Latvian talks--and their own, which began last Thursday --with pessimism, saying the Kremlin is ready to yield virtually nothing.
