250,000 Handcuffs Sought During Coup

MOSCOW —
A Russian factory received an urgent order from Moscow for 250,000 pairs of handcuffs during last week’s abortive coup, a Soviet newspaper reported Saturday.
Komsomolskaya Pravda said that the factory, in Pskov near the Estonian border, was unable to discover exactly who had sent the order.
