PRAGUE, Czechoslovakia — The federal Parliament on Wednesday passed a constitutional amendment to divide the 74-year-old Czechoslovak federation into independent Czech and Slovak states by Jan. 1.
The amendment, Parliament’s third attempt to provide a legal basis for partition, was adopted with 183 votes out of 288 present. The legislators thereby voted the 74-year-old federation out of existence.
