Raymond C. Miller has been elected chairman of the California-Nevada section of the American Water Works Assn. Miller is principal of RM & Associates, a San Juan Capistrano consulting engineering firm. Before that, he was general manager of the South Coast Water District for 20 years before retiring in 1992.
