Huge Sanctuary for Whales OKd

PUERTO VALLARTA, Mexico —
The International Whaling Commission voted overwhelmingly Thursday to make much of the Southern Hemisphere into a whale sanctuary.
The move bans whaling in about 8 million square miles around Antarctica and thus protects more than 90% of the world’s whales, which feed in large numbers in those waters.
The proposal passed by a 23-1 vote, with six abstentions. Japan cast the only opposing vote. Fellow whaling nation Norway was not present at the vote.
