The Charley Brown’s restaurant on Seaward Avenue in Ventura has closed, reportedly due to declining business. It will be replaced by Golden China, which will move from another Seaward location several blocks away. “We hope to open sometime in October,” says Lory Cheng, co-owner of Golden China with her husband, Gary Cheng. Officials at Family Restaurants Inc., operator of Charley Brown’s, weren’t available for comment. . . . Larry G. Bumgardner, former associate vice chancellor at Pepperdine University, was named deputy director of the Ronald Reagan Presidential Foundation. He’ll also be finance director, heading a $20-million fund-raising drive for the Reagan Presidential Library and Museum in Simi Valley. . . . Rear Adm. Dana B. McKinney, commander of the Point Mugu Naval Air Weapons Station, told 200 base employees not to panic over rumors that Mugu and the Navy’s Seabee base at Port Hueneme may be closed. “At this point, ‘We don’t know’ is the best answer we can provide,” he said. But he and other Navy brass declined to answer workers’ questions.
