A summary of selected City Hall actions this week affecting central Los Angeles.

CITY COUNCIL

* EXCESSIVE FORCE SUIT: Authorized the city attorney to pay $50,000 to Brian Keith Mays to settle an excessive force lawsuit stemming from an incident in South-Central on Jan. 18, 1991. Mays allegedly sold a PCP-laced cigarette to an undercover narcotics officer, and when other officers attempted to arrest him, he resisted and sustained injuries in the struggle. The city attorney was also authorized to pay Mays’ lawyer the sum of $65,000.

* HEALTH TASK FORCE: Approved a $30,000 contract with the East Los Angeles Health Task Force to help fund an AIDS prevention program. The task force, with offices at 630 S. St. Louis St., has been in operation for 25 years.

* OPERATION SPARKLE: Allocated $226 from the city’s General Purpose Fund for use by the Operation Sparkle cleanup campaign in the Los Angeles Police Department’s Wilshire Division area. Police officers and residents plan to sweep through the area’s neighborhoods, picking up trash and painting over graffiti.

* CHURCH CARNIVAL: Approved the closure of Gless Street between 1st and 3rd streets, and 3rd Street between Clarence and Pecan streets today from 10 a.m. to 8 p.m. for the Dolores Mission’s annual Church Carnival.

* STREET CLOSURE: Approved the closure of Broadway between 3rd and 4th streets on Monday from 8 p.m. to 2 a.m. for the filming of an episode of the television series “Fallen Angels.”

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * BUILDING PROBLEMS: Accepted several properties into the city’s Rent Escrow Account Program, which is designed to encourage landlords to repair and better maintain their buildings. Once a building is entered into REAP, tenants place their rents into a city account; money is not turned over to the landlord until repairs are made. Here is a list of properties added to the program and the reasons for their inclusion:

* 1806 W. Adams Blvd., due to lack of waterproofing and unsafe stairways;

* 1202 S. Bronson Ave., due to heating violations;

* 4257 Degnan Blvd., due to heating violations;

* 2644-50 W. Pico Blvd., due to a lack of waterproofing, stairway violations and uncleanliness;

* 1400 W. Olympic Blvd., due to electrical violations.

Passed 11-0.
