Voluntary Plan Seeks to Curb Cybersmut: The Information Technology Assn. of America, whose members include IBM, AT&T; and Microsoft, said it is looking into a voluntary system that would help people identify and block offensive materials on their home computers. The association’s move toward self-regulation comes just weeks after the Senate adopted a plan that would ban all materials and communications deemed indecent from being transmitted over the Internet and other computer on-line services.
