Democrat Concedes in Northwest House Race

WASHINGTON —
Washington State Sen. Kevin Quigley, a Democrat, conceded defeat to freshman Republican Rep. Jack Metcalf on Monday after mail-in ballots reversed what had appeared to be a Democratic gain. The latest count gave Metcalf a 1,961-vote lead out of more than 251,000 cast.
