Musician Complains of Restrictive Rules

A musician sued the city and the Los Angeles Police Department on Thursday, alleging that rules regarding use of the Venice Beach Recreation Center are invasive and unconstitutional.
Paul Anthony Suppa alleges in the suit that officers told him he needed to get a permit before performing in the Venice Beach “grass area” adjacent to the boardwalk.
The permit requires a $250 cleanup deposit, among other things.
