Leaders of Belarus and Ukraine Told to Stay Put

Tensions between the North Atlantic Treaty Organization and its eastern neighbors increased when the Czech Republic refused Belarus’ president a visa to attend an alliance meeting and the leader of Ukraine was also told to stay away.

Alexander G. Lukashenko of Belarus, disliked because of his autocratic methods, and Ukrainian President Leonid M. Kuchma, accused of selling an aircraft detection system to Iraq, were told to skip the meeting in the Czech capital next week.
