Hurricane Charley’s Death Toll Rises to 23

The death toll from Hurricane Charley rose to 23 as authorities struggled to restore power in the Punta Gorda area.
Charlotte County residents were not expected to have their electricity fully restored for another 10 days, officials said.
Meanwhile, the state health department urged residents to drain standing pools of water to cut the risk of an outbreak of mosquito-borne diseases in the wake of the hurricane.
