Palestinian Authority President Mahmoud Abbas authorized a review of all private organizations in the Palestinian areas, a sign that he may shut down Hamas-affiliated groups in the West Bank to counter the Islamist movement, which controls the Gaza Strip.

International negotiators, meanwhile, decided to meet Tuesday in Jerusalem, officials said. Western-backed regional leaders hope to promote peacemaking efforts between Israel and Abbas, leader of Fatah, Hamas’ secular rival.

Leaders of Hamas in the West Bank have been driven underground by a Fatah campaign of kidnappings and arrests in retaliation for the fundamentalist group’s seizure of Gaza.
