A bomb rigged to a motorcycle blew up near a mosque in a rebel stronghold, killing at least 18 people and wounding about four dozen.

The attack occurred in Sadah in a Shiite Muslim area on Yemen’s border with Saudi Arabia.

Officials blamed rebel leader Abdel-Malek Houthi, who accused the army of staging the attack.

Thousands have died in violence between the rebels and the government of this predominantly Sunni country.
