The European Union said it would examine Google Inc.’s book-scanning project and might take action to protect authors’ copyright as the U.S. Internet-search company compiled a digital library.

The European Commission will “assess the current situation” and propose measures, if needed, to safeguard the rights of European authors, national industry ministers said.

The Mountain View, Calif., company agreed last year to pay $125 million to settle a lawsuit by U.S. authors and publishers over the issue.
