In his daily COVID-19 briefing, Los Angeles Mayor Eric Garcetti lays down plans for beginning phase two of reopening the city, what he called “baby steps forward.” He detailed what businesses can reopen and issued guidelines for wearing masks while on trails or golf courses, which can reopen starting Saturday.
