The resolution of the recent Southern California port strikes sent deep relief through retailers, consumers, government officials and others gearing up for a busy holiday season. But clerical workers at the ports of Los Angeles and Long Beach, whose walkouts caused ships to divert to other ports or dock offshore, were hardly the first to go into strike mode this year.
