Prosecutors declined to file charges Tuesday against an El Monte developer and his associate and asked police to conduct further investigation because of newly discovered information of additional crimes, authorities said.
John Leung, president of El Monte-based Titan Group, and Jean Lang, another Titan executive, were released Tuesday afternoon pending additional investigation, Det. Brian Glick of the El Monte Police Department said in a statement.
Police arrested Leung on Friday and Lang on Sunday on suspicion of crimes including fraud, theft and embezzlement.
According to police, Leung and Lang are suspected of defrauding two former investors of more than $1 million. A search warrant was served on Titan Group’s offices, police said.
“The Los Angeles County district attorney’s office did not reject the case but requested additional investigation pertaining to this case,” Glick said, according to the statement.
Capt. Marcy Vail of the El Monte police said investigators expect to complete the additional investigation and seek charges within a few days.
Leung is behind the proposed El Monte Transit Village, a 65-acre mixed-use development of retail space, residential units and office space.
