Ex-boyfriend held in policewoman’s death

The ex-boyfriend of a slain Richmond, Calif., policewoman was arrested for investigation of her murder Saturday after a daylong manhunt, authorities said.

Quartus Lee Hinton, 28, of Vallejo, Calif., was arrested without incident at the Vallejo marina, Richmond police said.

Witnesses had identified Hinton as the gunman who shot off-duty Officer Kaliah Harper on Friday, authorities said.

The 5-year police veteran was killed after an argument outside the community center in Fairfield, Calif., where she had attended a memorial service for two brothers killed in a car crash.

Demari Jermaine Hutchinson, 12, and Immanuel Kayne Hutchinson-Callison, 7, of Suisun City, Calif., were killed earlier this month near Fairfield when their car was hit by a sport utility vehicle.

Authorities believed the children were related to Hinton.

Harper dated Hinton for six months but broke up with him several weeks ago, said Lt. Enos Johnson, a Richmond police spokesman.

Harper was remembered Saturday by her fellow officers as a rising star who graduated at the top of her recruit class and advanced quickly through the ranks, eventually landing a slot on a special narcotics enforcement team.
