Santa Monica to regulate, impose fees on fitness classes in parks

Santa Monica will regulate the use of its public parks for fitness classes and charge fees to trainers following complaints from some residents that their space has become overrun by athletic enthusiasts.    In a 5-1 vote Tuesday, the City Council set restrictions on which parks can be used for training, when they can be used, how many students can participate in a class and what kind of equipment is allowed. The council also established permit fees and an additional flat fee to be paid by trainers, which varies based on the size of their classes.
