Changes for teachers bring CPS contract talks to a halt

Proposed changes to how teachers do their jobs and are evaluated led to a breakdown in talks between the Chicago Teachers Union and the school board, officials said Thursday. The two sides had neared consensus on the broad strokes of a one-year deal that offered no pay raises.
