As state senators prepared to discuss Gov. Bruce Rauner's proposal for a property tax freeze in Springfield on Tuesday, I talked to James Meeks about legislation he once managed to pass in the Senate that would have actually lowered property tax bills. Meeks, who spent 10 years in the Senate (first elected as an independent in 2002 and later as a Democrat in 2006), devoted most of his time there on one issue — public school funding.
