Steve and Mae Duncan stood in front of their Pastora Street home watching flames lick the top of a nearby hill. The Duncans, their faces covered with white handkerchiefs, had packed their car with valuables and mementos but ignored fire officials’ suggestion to evacuate. The smoke-filled sky was reminiscent of an earlier fire in the 1990s, said Steve.

‘It’s another bad one, but I think we’ll be able to ride it out,’ he said.

Shortly before noon, the danger seemed to have passed. Firefighters began packing their equipment, preparing to move to another location.
