Even with a streamlined program that clipped more than half an hour off last year’s telecast, ABC’s Academy Awards broadcast slipped to its lowest rating ever, according to A. C. Nielsen Co. figures released today.

The Monday night broadcast, with a 45-second time limit on acceptance speeches, was called unexciting by many television critics. It had a 27.7 rating and a 45 share.

The 1984 Oscar show fared much better, averaging a 30.3 rating and a 50 share.
