A federal judge in Brownsville, Tex., reduced a sanctuary movement worker’s sentence from one year in prison to 150 days in a halfway house on a conviction of illegally helping two Salvadoran refugees. Jack Elder, 41, had been convicted on six counts in Houston last month and had refused the terms of a two-year probation.
