Turkish Cypriots voted overwhelmingly for a new constitution for their self-proclaimed Turkish Republic of Northern Cyprus. Referendum officials said the “yes” vote was about 70% in early returns and the turnout was about 70% of the 92,000 eligible voters. Only Turkey recognizes the republic, declared by Turkish Cypriot leader Rauf Denktash in 1983. The island has been effectively partitioned since 1974, when Turkey invaded and occupied the northern third. In January, U.N.-sponsored talks with Cyprus President Spyros Kyprianou failed to produce agreement on creating a two-community federal republic.
