The Santa Clara County Grand Jury criticized the county’s public guardian for neglect in two deaths and recommended that a management consultant be brought in to reorganize the office. A grand jury investigation found that two patients in the care of the office of Public Administrator and Guardian Fred Kretz died while in facilities outside the county. The jury said it found that the public guardian’s workers visited 55% of its wards each year, 20% less than its policy requires.
