The Senate approved a measure Wednesday to restore the right of small businesses and individuals to be awarded legal fees and other expenses when they win court fights against unjustified government actions.

The bill was passed 95 to 2 and sent to the White House. Sens. Lawton Chiles (D-Fla.) and Claiborne Pell (D-R.I.) voted against the bill, which passed the House last month. The legislation would make permanent a program that expired last year after a three-year test.
