The House approved and sent to the Senate a bill that would create a new health institute to support research on arthritis and skin diseases. The measure, part of a compromise authorization bill for the National Institutes of Health, was passed by a vote of 395 to 10. The Senate was expected to approve it quickly. The bill would establish a new National Institute of Arthritis and Musculoskeletal and Skin Diseases to join 11 existing national health institutes created to seek cures for major diseases.
