The World : Envoys Halted in E. Berlin
East Germany began turning back West German, Italian and Danish diplomats attempting to cross from East to West Berlin because they refused to comply with a new East German directive requiring that all diplomats show passports, not just diplomatic cards. The United States, Britain and France, which share control of West Berlin, have been warned that they will be subject to the new rule beginning today. The three nations reject the directive because, in their view, showing passports would acknowledge the boundary as an international frontier and undermine the delicately balanced jurisdictions established at the end of World War II.
