The National Weather Service is not capable of forecasting small-scale weather changes like the violent squall that capsized and sank the schooner Pride of Baltimore, an expert told a Coast Guard inquiry in Baltimore. The schooner was bowled over by sudden winds on May 14 and sank 240 miles north of Puerto Rico, killing two crew members. Two others are missing. Meteorologist Raymond Biedninger said a “white squall”--a brief period of strong winds without rainfall--is one type of weather that could have knocked over the sailing vessel.
