The State : Farm Panelist Resigning
Jyrl James-Massengale, chairwoman of the state Agricultural Labor Relations Board, has submitted her resignation, effective Jan. 9. An attorney specializing in labor relations law, she was the first woman and the first black to be appointed to the board, which oversees union representation elections and rules on unfair labor practice issues. James-Massengale said she will step down mainly because of “family considerations” and that she originally had planned to spend about 2 1/2 years at the post. She was appointed by Gov. George Deukmejian in 1984.
