Secretary of State George P. Shultz will meet in Washington next month with Oliver Tambo, president of the outlawed African National Congress, Michael H. Armacost, under secretary of state for political affairs, announced. He made the announcement after a meeting in Lusaka, Zambia, with three ANC officials. The talks between Shultz and Tambo will represent the highest level of diplomatic contact between the United States and the black guerrilla group, which is fighting to overthrow the South African government and its system of racial discrimination. The ANC has been blamed by the Pretoria government for numerous terrorist bombings that have killed and maimed dozens of civilians during its 26-year guerrilla campaign.
