Sen. Howard M. Metzenbaum (D-Ohio) warned Labor Secretary William E. Brock III not to appeal a ruling ordering the Labor Department to require farms with more than 10 workers to provide drinking water and toilets. The U.S. Circuit Court of Appeals for the District of Columbia ordered an end to a “disgraceful chapter of local neglect” and gave Labor officials 30 days to set field sanitation standards for employee access to water and hand-washing and toilet facilities. Metzenbaum warned Brock a delay would prompt Congress to act on legislation “compelling you to act immediately.”
