Gov. George Deukmejian has named former Republican Assembly Speaker Robert Monagan as chairman of the recently reorganized California State World Trade Commission and has filled five other vacancies on the panel. All but two of the six appointees--businessmen Charles Nevil of Marina del Rey and Fred Andrew of Bakersfield--have served previously on the commission, which promotes the export of California products. Monagan, of Sacramento, has served two terms on the commission, and for the last four years has been president of the state Economic Development Corporation. Also named to the panel were Edward Glad, a Flintridge lawyer; Robert Langslet, a Long Beach developer, and John Liebman, an Encinco lawyer.
